SII is the abbreviation of the Standards Institution of Israel, which is responsible for researching and developing Israel's national standards. Israel was the first country in the Middle East to become an NCB. As a non-governmental organization, SII provides safety, environmental-protection, and testing services for Israeli products and foreign imports. The “mandatory” aspect of Israel's compulsory certification must be understood from several angles: under the decrees promulgated by the State of Israel, all goods entering Israel must undergo the corresponding inspection by SII to confirm that they meet Israeli national standard requirements. Israel's Ministry of Industry, Trade and Labor calls this certification procedure a “presumption of conformity.” Goods are inspected by batch—every imported consignment must be inspected. The test certificate issued in a previous inspection may be used in the next consignment's inspection, but it cannot directly replace that inspection; it only shortens the time the goods spend at customs, saving the customer part of the demurrage charges (SII inspection usually takes around 40 days).
