On October 22, 2026, China notified a national standard document titled "Lighters—Safety specifications" (No. G/TBT/N/CHN/2365). This document aims to prevent deceptive practices, protect consumers, safeguard human health or safety, and ensure product quality requirements.

Product Scope and Requirements

This document specifies the requirements for lighters to ensure that the products maintain a reasonable degree of safety for users under normal use or reasonably foreseeable misuse.

Applicable products include:

• All flame-producing products commonly known as cigarette lighters, cigar lighters, and pipe lighters.
• HS Codes: 961310, 961320, 961380.
• ICS Classification: 97.180.

This document does not apply to matches or other ignition devices intended for lighting materials other than cigarettes, cigars, and pipes.
