PSE (Product Safety of Electrical Appliance & Material) certification, known in Japan as the “conformity assessment,” is the mandatory certification regime for electrical products entering the Japanese market. It uses the unified PSE mark and has strengthened the penalties imposed on importers. Electrical products for the Japanese market are classified into “Specified Electrical Appliances (Category A)” and “Non-Specified Electrical Appliances (Category B)” under the Electrical Appliance and Material Safety Act enacted by the Japanese government and the ministerial technical standards issued by the Ministry of Economy, Trade and Industry (METI). Any product in the “Specified Electrical Appliances” catalog must, before entering the Japanese market, be certified by a third-party certification body authorized by METI, obtain a certificate of conformity, and bear the diamond-shaped PSE mark on its label. For “Non-Specified Electrical Appliances,” which fall within the scope of the round PSE mark, manufacturers may provide their test and inspection reports and make a self-declaration before the products can be legally sold on the Japanese market.
