Malaysia operates a product safety certification system combining mandatory and voluntary schemes. The mandatory certification is the ST COA; products outside the mandatory scope may apply for a voluntary letter of confirmation. Malaysia currently imposes safety requirements only and has not implemented EMC controls. The Malaysian ST COA (Certificate of Approval) is a mandatory safety certification administered by the Energy Commission of Malaysia (Suruhanjaya Tenaga, ST). Under the Electricity Supply Act 1990 and the Electricity Regulations 1994, ST implements a conformity certification regime for electrical and electronic products: controlled products must obtain the Certificate of Approval (COA) before they may enter the Malaysian market. SIRIM Berhad (the Standards and Industrial Research Institute of Malaysia Berhad) is the sole standards development body—a government-owned, non-profit company converted from the former government agency SIRIM (Standards and Industrial Research Institute of Malaysia). Its subsidiary SIRIM QAS International Sdn. Bhd., a wholly owned subsidiary of SIRIM Berhad, is Malaysia's principal certification, inspection, and testing body. Malaysia's national standards are the MS (Malaysian Standard) standards, and the MS standards for product safety certification essentially adopt the equivalent IEC standards. The COA is a customs-clearance certificate; after the goods clear customs, the importer may use the COA to apply to SIRIM for the purchase of MS labels by batch. As a special case, manufacturers who wish to affix the mark directly at the factory must undergo a SIRIM factory audit; because of the higher cost, this route generally suits manufacturers with high shipment frequency.
